Tentative theory on how Uprising is determined:

I believe (this is theoretical, based on limited data) that Uprising percentage, given on Capital page, is double the percentage of vassal power uprising, meaning that uprising reaches 100% when 50% of your vassal Power is uprising.

Vassal Power is your power minus your Title Base Power (ie 20 for knights/ladies, 30 for baron, 40 for Viscount.. ) and multiplied by 10. Divide 100 by Total Vassal Power then multiply by the Vassal Power in the uprising to find the percentage given on Capital page
